HELPFUL TIP:

To understand why your character is driven toward a certain goal, get to know their positive and negative traits, as well as any significant emotional wounds that might be motivating them. Then you can explore the various kinds of conflict that could block them as they move toward their goal.
FORMS THIS MIGHT TAKE:
Making a friend in a new school
Building community with others who are similarly displaced
Finding allies (in one's school, workplace, country, etc.) against a common adversary
Building friendships in one's new neighborhood
Finding people who share one's beliefs, ideals, or passions

HUMAN NEED DRIVING THE GOAL (INNER MOTIVATION):
There are five basic human needs that, when missing from a character's life, could motivate them to pursue this goal. The following needs are all possibilities, but only one of them should be the primary driver for any given character. Love and Belonging: Feeling like an outsider can be a hurtful experience that gives birth to loneliness and heartache. When characters yearn to find others who love and accept them for who they are, they are motivated by this need. 
Safety and Security: Some situations are dangerous or simply more difficult to navigate alone. Finding a few friends or even a group to be affiliated with can provide one with the safety or security that may be missing. For example, this is true in situations where alliances mean protection; in a company where job security is fragile, it's beneficial to be on good terms with the higher-ups.
Physiological Needs: There are many situations where people will form stretegic friendships to survive. When resources are scarce, money is hard won, and predators prey on the vulnerable, aligning oneself with others is a smart choice.
